Areas of activities
Provision of construction management and owner supervision services, organisation of public procurements in the area of construction and granting expert opinions belong among the main activities of TSM. In addition to these, the company also focuses on the management of infrastructure and environmental projects and offers the service of preparing projects and financing applications to EU structural funds.
The increasing interest of private house builders in the construction management and owner supervision service increases the volume of work every year. TSM also prepares business plans and assists companies in finding financing for construction projects. TSM approaches each project very thoroughly, whether the client wants management of the entire construction project with full liability or only consultation.

Customer-based work method
Our work method consists in making proposals to the customer and adopting the respective decisions, implementing the decisions, supervision over the implementation and reporting the implementation to the customer.
The customer has the final say in all essential issues related to a construction object. If the customer does not use that right, TSM as the construction project manager has the right to adopt decisions with full responsibility.
The activities of TSM as the project manager are characterised by the principle of full responsibility – the customer has contractual relations only with TSM who is directly responsible for the fulfilment of the conditions agreed upon.
Laws and standards
Our working relations both with the customer and with the necessary consultants, designers and contractors involved are based on the laws and regulatory documents effective in the Republic of Estonia. At the request of the customer or if no regulatory documents have been worked out or enacted in the Republic of Estonia in a specific area of work (e.g. the standards related to the quality inspection of construction works), we use the respective standards used already for a long time in the Northern countries.
Exchange of information and reporting
A project manager appointed to every construction object is responsible for the project and involves assistant project managers, if necessary. This secures the constant presence of TSM as the manager of works and responsible company and the possibility to intervene immediately.
Notification of all persons related to a specific project and control of the customer over the works performed is secured by regular working meetings which are recorded in the minutes and signed by all participants.
In addition, TSM presents monthly reports to the customer which provide an overview of the degree of completion of the works performed.
TSM does not perform any design or construction works itself and has no common business interests with any such company.
We organise tendering procedures for the performance of specific works and conclude contracts with designers and building contractors approved by the customer, on the terms and conditions accepted by the customer, selecting the best solution available.
TSM uses as co-operation partners only the design and construction companies accepted by customers and government agencies related to construction activities. TSM has close co-operation also with Scandinavian design, engineering and construction companies to secure the conformity of the technology and methodology used with modern requirements.
Contractor`s agreements, insurance and guarantees
TSM uses customer-based design and construction agreements worked out in the course of many years of activities and work experience.
To provide maximum security for the customer, we apply an additional system of bank and insurance guarantees, taking into account the peculiarities of a particular object. All construction objects built under our management are also covered with the contractor’s all risk insurance (CAR) and civil liability insurance.
